Russell Scoular

Russell Scoular is a highly-knowledgeable business executive with extensive experience in trade policy and industry engagement with governments. Prior to his founding of Chatto Creek Advisory, Russell spent 32 years in senior management positions with the Ford Motor Company in New Zealand, Australia and China. He continued to develop his passion and skills for business innovation while serving as the Ford Motor Company’s regional director of government affairs for Asia Pacific from 2011-2016. This followed 10 years as government affairs director for Ford Australia. In his regional position at the company’s Asia Pacific regional headquarters in Shanghai, he was responsible for leading the company’s government affairs activities across a broad international footprint including India, Thailand, Philippines, Vietnam, Indonesia, Malaysia, Taiwan, South Korea, Australia and New Zealand. This leadership was during an unprecedented time of company investment and the pursuit of new regional trade agreements.
While in Shanghai, Russell designed and led the introduction of a number of ground-breaking training and development initiatives for government relations team members including international shadowing, extensive mentoring, extended training courses and individual training assignments. Russell continued to bring his skills and expertise to a number of respected organisations including as chair of AMCHAM Shanghai’s Automotive Committee 2013-2016 and as a member of its Nomination and Election Committee 2014. He was also a regular participant in US ASEAN Business Council Missions.
In a 32-year automotive industry career, specialising in government, trade and public policy issues, Russell served as vice president of the Federal Chamber of Automotive Industries 2003 to 2006 and chaired the chamber’s government policy advisory committee from 2006 to 2011. He has also served as chair of the City of Hume’s Economic Development Committee.
In his senior leadership positions, Russell has attended and presented papers at a number of parliamentary inquiries and in international forums including APEC Automotive Dialogues, Trans-Pacific Partnership Stakeholder Forums, AMCHAM Forums in China and CO2 Conferences in Thailand. Russell is a graduate of Monash University with a Master of Public Policy & Management degree. He is also a Senior Fellow at The Asian Trade Centre in Singapore.
